Infrastructure 1: Highway road on a bridge is planned to cross the site at 100 meters high above ground. The “East-Ring Highway”, planned by the Israel government,  will connect mostly Jewish settlement along the west bank.

Infrastructure 2: Lack of municipal infrastructure in east Jerusalem:
Roads in a very bad condition, no community and culture center, not sufficient schools are part of an ongoing negligence of east Jerusalem, the Palestinian part of Jerusalem, governed by Israel.

The project proposes a local community center that is literally hangs on a massive infrastructure that is planned for the area: the highway bridge, in a way that it will benefit the people who live there, in Jabel Mukaber. A local community center will hang from the 100 meters above ground bridge and will connect two neighborhoods on the ground level. By planning a smaller bridge that will cross above the Kidron Wadi without wounding the ground,  the 2000 square meter community center will not contradict the municipal zoning regulation, that marks land used for the area as “green”, for a municipal park.
The particular needs of the local community were studied and translated to a multiple programmatic center. The study determined the spacial relationship between the programs as well as developed models for a community involvement in operating the center. The program and sub-building dispersal on the hanged bridge platform are panned to generate more community initiative in the neighborhood’s future dwelling plan.
